The United Arab Emirates is taking a measured approach to expanding its gaming market, prioritizing a robust regulatory framework. While interest in establishing integrated resorts (IRs) is high, authorities are focused on ensuring a world-class, compliant environment.
The immediate focus remains on supporting existing licensees, including the operator of the UAE Lottery and the company developing the first integrated resort in Ras Al-Khaimah. A recent license was also granted to a local payments provider, marking another step in building the necessary infrastructure.
While additional IR licenses are anticipated, the timeline suggests a gradual rollout. The first IR is slated to open in 2027, and further developments are expected over the next five to ten years. This deliberate pace allows for careful planning and regulatory oversight.
“The government has been very clear they want to have a state of the art, highly compliant, very rigorous regulatory regime to make sure this is going to be world class from a regulatory perspective.”
The UAE is demonstrating a clear vision for growth in sports and entertainment. With significant investments in infrastructure and facilities, the region aims to become a major player on the global stage. This ambition is fueled by the potential of integrated resorts to catalyze economic growth and attract international events.
A local payments provider has secured a gaming-related vendor license, becoming the third supplier to be licensed. This move signifies the development of the necessary support systems for a thriving gaming market.
